Parliament Played A Vital Role In Strengthening Democracy, Says Vice President Venkaiah Naidu

New Delhi: Vice President M Venkaiah Naidu expressed his greetings to Rajya Sabha Day on Sunday, saying the upper house had played a critical role in developing parliamentary democracy.

Mr Naidu, who is also the Chairman of the Rajya Sabha, urged members to engage in informed and constructive debates while keeping the people’s welfare in mind.

“Greetings on Rajya Sabha Day! Ever since its inception, Rajya Sabha has played a crucial role in strengthening parliamentary democracy,” the Vice President Secretariat tweeted, quoting Mr Naidu.

“I would like to appeal to the members of Rajya Sabha to engage in informed & constructive debates by keeping the welfare of the people in mind,” he said.

The Constituent Assembly, which initially met on December 9, 1946, also served as the Central Legislature until 1950, when it was renamed the ‘Provisional Parliament,’ according to the Rajya Sabha website.

Until the first elections in 1952, the Central Legislature, also known as the Constituent Assembly (Legislative) and later the Provisional Parliament, was unicameral.

The Constituent Assembly debated the utility of a second chamber in independent India for a long time, and in the end, it was decided to have a bicameral legislature for independent India, primarily because a federal system was thought to be the most feasible form of government for such a vast country with such great diversity.

As a result, a second chamber known as the ‘Council of States’ was established, with a completely different makeup and election mechanism than the directly elected House of People.
