Pappu, Mr Bantadhar, Ventilator: Madhya Pradesh Publishes Booklet For MLAs With Words Banned In Assembly

Madhya Pradesh Assembly has published a booklet for MLAs on avoiding unparliamentary language and has listed a number of words, including ”Pappu” and “ventilator”, which will be banned from speaking inside the House.

Madhya Pradesh Assembly Speaker Girish Gautam has issued a list of words that are considered unparliamentary ahead of the monsoon session of the state. The issue states that there would be a ban on these words inside the House.

On Sunday, the state Assembly released a 38-page booklet which lists a number of unparliamentary words, phrases and sentences which are mostly in Hindi. The list has a total of 1,161 words and sentences that were expunged from the records of the Vidhan Sabha since 1954.

Chief Minister Shivraj Singh Chouhan, state Congress chief Kamal Nath, Parliamentary Affairs Minister Narottam Mishra and Assembly Speaker Girish Gautam released the booklet at the Vidhan Sabha Bhavan on Sunday.

“The booklet will be given to the Assembly members on Monday, before the session begins, so that they know which terms should be avoided in the House,” an Assembly official said.

As per the list, Around 1,600 words have been banned and the members are not supposed to use words like “Pappu” and “Mr Bantadhar”. BJP supporters are known to use the term “Pappu” to ridicule Congress leader Rahul Gandhi, while “Mr Bantadhar” (spoilsport) is a term used by them for veteran Congress leader and Rajya Sabha member Digvijaya Singh.

Besides that, the booklet also lists several words like dhongi (hypocrite), bhrasht (corrupt), Tanashah (dictator), nikamma (worthless), chor (thief), gunde (goons) and phrases like jhooth bolna (to lie), vyabhichar karna (to induge in adultery).

The list also mentions the word ‘sasur’ (father-in-law), which was used in the House on September 9, 1954 and was removed from the records.

Farzi Patrakar, Godi, Feku, Mamu, ‘chullu bhar pani mein doob jana’, ‘gobar ganesh’, ‘Ali Baba chalis chor’ are also some of the words and phrases mentioned in the list.

“Ban on using unparliamentary words doesn’t mean that session will be so serious. The MLAs should read some literature and can use some decent light words to attack on each other on a lighter note,” the assembly speaker said.

In addition, the word “ventilator” has also been included, which has raised a lot of questions.

The Congress said that during the Covid-19 pandemic, there were a number of complaints about bad ventilators. The Congress asked how MLAs are supposed to raise questions over the issue if the word has been banned, and also asked which word should be used in place of “ventilator”.

Chief Minister Shivraj Singh Chouhan while speaking on the occasion, said that, “Many a time it happens that the person speaking in these Houses in a flow forgets about not using specific unparliamentary words.” He applauded the Assembly for bringing out this book, saying that it would help the members to understand the issue in a better way. The chief minister also said that once a group of students, who came to visit the Vidhan Sabha, had told him after watching the proceedings of the House that the noisy scenes made them feel as if they were standing in a fish market.
