Only Two Students Got Benefit Of Delhi’s Education Loan Policy,19 CR Spent On Ads

While announcing this scheme on June 12, 2015, Delhi Deputy Chief Minister and Education Minister Manish Sisodia said, “For the first time in the country, parents will not have to worry about finances to provide higher and skill education to their children.

According to an RTI (Right to information act) filed by News laundry, the Delhi government launched the “Delhi Higher Education and Skill Development Guarantee Scheme” in 2015. The purpose of this scheme is to provide a loan facility of up to Rs 10 lakh to the students pursuing 10th or 12th from Delhi to get admission to a college. 

In the financial year 2021-22, 89 students applied to get the benefit of this scheme, out of which only two students got the loan. Under the scheme, the loan is available for up to 10 lakhs, in such a situation, if it is assumed that these students would have got a maximum loan of 20 lakhs, even then the advertisement expenditure done by the Kejriwal government is a lot more than the scheme. The state government has spent Rs 19 crore on the advertisement of this scheme this year. 

While announcing this scheme on June 12, 2015, Delhi Deputy Chief Minister and Education Minister Manish Sisodia said, “For the first time in the country, parents will not have to worry about finances to provide higher and skill education to their children. Till now people used to be afraid that if the child is sent for higher education, then where will the money come from? Today we are starting the Delhi Higher Education and Skill Development Guarantee Scheme, under which the government will take guarantee his loan.”

Adding to this, Mr. Sisodia also said that till now the interest on which students used to get loans, under this scheme, loans will be given at 0.5 % less interest than that.

A year after the launch of the scheme, Chief Minister Arvind Kejriwal launched the website regarding this scheme. During this, he said, “Last year the scheme was announced, but being the first year, there were many obstacles. Therefore, we are providing the facility of the form on the website.

In 2016, when the website of the scheme was launched, Sisodia had said that with the advent of the portal, there would be no need to visit the bank. After filling in everything, you just have to submit the printout to the bank. The bank will not be able to refuse the loan without any reason.

Contrary to the claims of Mr. Manish Sisodia, this scheme seems to have started dying within eight-nine years. Year after year the number of students benefiting from it is declining.

According to the information received from RTI, a total of 1139 students applied for the loan so far, but only 363 students got the loan.

If we look at these figures year after year, in the financial year 2015-16, the year the scheme was launched, 58 students applied for this scheme and all the students got loans. In the financial year 2016-17, 424 students applied for loans and 176 got loans, in 2017-18 177 students applied and 50 students got loans.

In the financial year 2018-19, 139 students applied for the loan and 44 got it, in 2019-20, 146 students applied for this loan but only 19 got a loan, in the financial year 2020-21, 106 students Applied and only 14 got the loan and in the last financial year 2021-22, the number of students who applied for the loan was only 89 and only 2 students got the loan.

 

In the financial year 2019-20, the year when banks gave loans to only 19 students, in the same year, Chief Minister Arvind Kejriwal and Manish Sisodia also chaired a meeting with 13 bank officials regarding this scheme.
Despite all the claims, only 31%  of the students who applied got the benefit of this scheme. When the news laundry filed an RTI on why the loans were not sanctioned to more students, the section officer of Delhi Higher Education said, “There are many reasons as per bank rules.”
On one hand, where very only a few students could get the benefit of the “Delhi Higher Education and Skill Development Guarantee Scheme”, the Delhi government spent crores of rupees on its advertisement. Advertisements were given in print and television media to promote the scheme.
Newslaundry had sought information through RTI, that how much money was spent on its advertisement. Since the inception of the scheme. In response, only the figure for the financial year 2021-22 was given.
According to the RTI response, advertisements worth Rs 46 lakh 22 thousand 685 were given in print media and Rs 18 crore 81 lakh 618 in television media during this period. That is, a total of 19 crores 27 lakh rupees were spent on the advertisement of the scheme, while this year only two students got the benefit of the scheme.
