It apparently did the same before the cabinet expansion. It reached out to a party to join the NDA fold. Negotiated with it, the number of seats they may get in the cabinet, everything was finalized, but just before the Modi govt could go and make the announcement, the party backed out of the deal. This left BJP not only disappointed but also angry. This party which backed out of the deal with the BJP is none other than, the ruling party of Andhra Pradesh YSRCP led by Andhra CM Jagan Mohan Reddy. According to a report by the Indian Express, the BJP had approached the YSRCP to be a part of the NDA fold, but the southern party took a U-turn at the last minute. What exactly happened?
