Congress To Raise Representation Of SC, ST, OBCs In Organisation

New Delhi: The Congress Party is planning to raise the representation of Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs) and minorities to 50 percent. This raise will be at all levels of the organisation, the party announced on Saturday.

At news briefing on Day 2 of Chintan Shivir party leader K Raju listed some of the changes discussed.

โ€œOrganisational reforms will be introduced in the party for social justice and empowerment,โ€ he said He also announced that the reservation proposal is cleared by a panel on social justice and empowerment. It will need to be ratified by the Congress Working Committee (CWC) meeting tomorrow.

The party also had a discussion on setting up a social justice advisory council. This council will assist the Congress president that will look at issues and give recommendation, the party leader said.

โ€œA special session of the Congress Working Committee will be called once every six months for weaker sections,โ€ Raju said.

โ€œAt a national policy level, we want a caste-based census to be taken up. Reservations in private sector for SC and ST and OBC. And in the Womenโ€™s Reservation Bill, we want a provision for SC and ST women,โ€ he said.

Udaipur: Congress leader Sachin Pilot said that youngsters will have proportionate representation in the party. Parliamentary board has made critical decisions on youth in the organisation. A blueprint and roadmap will emerge after the three-day conclave gets over.

He said that over half of the party leaders are below 50 years of age. This will reflect in chief minister selection as well.

Pilot reiterated the need of โ€œnew and fresh energyโ€ in the party. He backed 51-year-old former party president Rahul Gandhi to take over the reins again.

According to sources the conclave in Udaipur will focus on a time-bound and action-oriented reform process within the party. A key demand of a parliamentary board to enhance collective decision making is also being accepted.

According to party sources, measures such as reserving half of party jobs for those under 50, an active parliamentary board, and the โ€œone family, one ticketโ€ formula would likely be included in the declaration once the Chintan Shivir concludes. Congress also intends to set a maximum five-year term for organisational positions, with a three-year cooling-off period.

Around 400 leaders including Sonia Gandhi, Rahul Gandhi, Priyanka Gandhi Vadra, attended the Chintan Shivir. 

Senior Congress leader Ajay Maken said there is complete unanimity on the one family, one ticket rule. He promised big organisational changes in the party after the conclave.

He said, โ€œThereโ€™s almost complete unanimity among panel members on the proposal that to ensure that party leaders donโ€™t give tickets to their kin or relatives without any work in the party, at least 5 yrs of prior work in the party will be required.โ€

He said that any person who is holding the post continuously has to step down and a cooling period of three years in case that person comes back to the same post.
