Air Pollution

New Delhi: The Supreme Court on Monday said that the hue and cry over farmers stubble is without factual basis, wherein the Central Government provided with factual affidavit that the farmers stubble burning is causing 10% of air pollution in Delhi. Thereafter the affidavits provided by the Centre, the Court concluded that major contributors of the air pollution in Delhi are industries, power, vehicles, and construction which proved that the major contributor weren’t the stubble burning by farmers.

The bench comprised of the Cheif Justice of India NV Ramana, Justice DY Chandrachud and Justice Suryakant were hearing the matter seeking for emergency steps to control the worsening air quality condition in the National Capital.

While explaining the several measures contemplated in the emergency meeting held between the Secretaries of the Union Government, and the Government of Delhi, Punjab, Harayana, the Soliciter Genral said that the subtle burning contributes less than 10% of the pollution.

After the hearing the court dictated the following orders.

“Heard the counsels at length after pursuing the affidavits we have come to a conclusion that the major culprits of air pollution is include industries, power, vehicular traffics and construction apart from subtle burning in some areas. Even though some decision were taken by the task force, it has not precisely indicated what steps they are going to take to control these factors causing air pollution

With reference to the subtle burning, all affidavits indicate that contribution isn’t much, but its still taking place in Punjab and Harayana. We ask the States to pursue farmers to stop stubble burning for some time.

We direct the Centre and States of NCR region to consider introducing work from home in the meantime the Chief secretaries of UP, Harayana, Punjab, to be present for the emergency meeting.

Matter to be heard the day after tomorrow.”

The bench adjourned the hearing till the day after tomorrow directing The Comission of Air Quality Management in National Capital Region and Adjoining Areas to call for an emergency meeting to discuss the issue that has been highlighted by the Court
