Probe Uncovers 65,000 Ghost Patients In Delhi’s Mohalla Clinics

Officials announced on Saturday that 65,000 ghost patients had pathology tests performed at the Mohalla clinics using private labs during the 11 months of 2023, according to a preliminary investigation conducted by the Delhi government’s Anti-Corruption Branch (ACB).

They claimed that 65,000 of the approximately 22 lakh tests that two private labs performed between February and December 2023 were determined to be fraudulent. Government payment for the tests the labs performed was ₹ 4.63 crore, they said.

Lt Governor of Delhi, V K Saxena, suggested last month that the CBI look into the reports of anomalies in lab tests performed at the Mohalla clinics. The CBI has been instructed by the ministry of home affairs to look into the situation.

According to an ACB officer, the private labs tested ghost patients who had never been to a Mohalla Clinic.

“It also emerged that the Lab Management Information System (LIMS), containing the name and mobile number of the patients, was also developed, operated, and conveniently manipulated by the two private labs,” he said.

According to reports, the two private suppliers have “full control and access” to the system software and data. As a result, officials stated that it is impossible to completely rule out the possibility of data manipulation.At Mohalla clinics, the price range for performing various tests was between ₹ 100 and ₹ 300.

The report stated that an examination of patient data from one of the private laboratories revealed a list of 12,457 tests with blank mobile numbers, 25,732 tests with “zero” mobile numbers, 913 tests with fake mobile numbers, such as 1, 2, 3, etc., and 2467 tests with mobile numbers repeated more than 80 times for various patients.
