How Congress Won 40 Seats With 43.9% Vote Share But BJP Won Only 25 With 43%???

Himachal Pradesh: In Himachal Pradesh Congress won the maximum number of seats: 40, BJP won 25 seats, Independt candidates won 3 seats. While there is a difference of 15 seats between Congress and BJP, you’d be surprised to see the vote share difference. Congress’ vote share is 43.90% whereas that of BJP is 43%. Just 0.9% less than Congress. But Congress with 43.90% vote share won 40 seats whereas BJP with 43% vote share won 25 seats. This 0.9% vote share swing in favour of Congress changed the whole game in Himachal Pradesh. Otherwise, as was predicted in many exit polls, Himachal was a too close a contest to call.
