Why Modi Government promoting Patym?

Interacting with beneficiaries of Digital India via the namo app, Prime Minister said that Digital India was launched with a simple focus to ensure more people can benefit from the joys of technology, especially in rural areas. He also underlined the importance of increased use of home grown e-wallet aap and appealed to everyone to adopt it for digital transactions. However, now one wonders why a government agency like Railways does not make use of state owned mobile wallet application, the BHIM app, instead of private operator Patym? The reason behind the launch of BHIM app was to increase the usage of digital transaction throughout the nation, But seems like the private e-wallet company is growing faster.Ever since the night of demonetisation, many small scale businesses were destroyed and forced to shut down. whereas, on the other hand the private e wallet company like Patym made a record of 40 million. So, does this mean that the government does not have enough faith in its own venture and rather rely on private firms? If yes, then why is the government spending so much money to promote these beneficial scheme?
