Is south India paying for the north?

Karnataka Chief Minister Siddaramaiah has stated on a post that the southern states pay more taxes to the Centre without getting enough returns. And it is gradually spreading to other southern states too. Relatively well-developed states like Karnataka, Kerala, Tamil Nadu, Andhra Pradesh and Maharashtra contribute more to central taxes than what they get in return from the centre. The Indian population is growing faster in North India and the South is paying the price. The question here arises if the government is discriminating the South India now?
