The government of Uttar Pradesh came into action and arranged for buses and got people off. By 8 o’clock in the night, a total of 400 buses of Delhi and Uttar Pradesh government had sent people from UP Gate border of Ghaziabad and Anand Vihar in Delhi. Still, thousands of people kept waiting at the Anand Vihar bus terminal.
The arrangements of the governments of the two states also proved inadequate. The police kept on appealing to keep the distance from each other and move slowly, but this appeal seemed ineffective.
