According to an RTI response filed by activist Prafull. P. Sarda, 9321 incidents of Terrorist activities occurred in Jammu & Kashmir from 2004-2013. The RTI was to seek information about the number of terrorist attacks in Jammu and Kashmir and the measures taken by the government.
In 2004 a total of 2565 incidents of terrorist activities took place, out of which 976 were killed and the number of arrested terrorists is said to be not available.
In 2005, a total of 1990 terrorist activities were registered in the valley, and 917 were encountered, the data for the arrested has not been mentioned in the RTI report.
In 2006 1667 cases of terrorist attacks were registered in J&K out of which 591 terrorists were eliminated.
In 2007 1092 cases of terrorist attacks took place and 472 terrorists were neutralized. In 2008 the number of incidents slipped even more (708) and 339 were killed in the year and 305 were arrested.
In 2009, one less than 500 terrorist incidents were registered and 239 are said to be killed and 187 arrested.

In 2010 368, 232, and 155 were the numbers respectively. The report further informed about 2011 numbers which were 195, 100, and 145.

The combined numbers for 2013-14 were 264, 147, and 156. 143, 108, 67 are the numbers for 2015 as per the reports.
In 2016 the numbers plunged to 223, 159, and 79. Other than in 2016-2017 and 2018 the numbers for terrorist activities in the valley have only thinned. The number of killings of terrorists has also constantly gone downwards except for, 2014, 2016, 2017, 2018, and 2020.
Similar is the case for arested terrorist which only grew in 2012, 2014, 2016,2017,2018,2019,2020,2021.
The RTI response concludes with “Also it is informed that the Government has adopted a policy of zero tolerance against terrorism. Security forces.”
