The Supreme People’s Assembly scrapped laws on joint initiatives like the Mount Kumgang tourism project, which brought nearly 2 million southern visitors before suspension. The nuclear-armed North continues abandoning engagement efforts seen during a past détente, including the symbolically important but now defunct joint tour program.
