Jairam Ramesh writes to JP Nadda: Call a meeting to clear the NMC bill

New Delhi | Former Union Minister and MP of Rajya Sabha, Jairam Ramesh wrote to Health Minister J P Nadda requesting him to convene an all-party meeting to solve issues regarding the National Medical Commission Bill.

As per the provisions of the bill, the NMC will replace the MCI as the apex body for regulation of medical education.

The bill provides a constitution of a commission, along with a name to have the elected MCI replaced. The four boards dealing with undergraduates, postgraduate medical education, medical assessment, and rating board, the ethics and medical registration board will regulate the sector.

During the Monsoon Secession, the bill was listed considered-to-pass. However, its delay has led to speculation that it may not be on the government priorities list for 2019 Lok Sabha elections.

Ramesh has found fault with the recommendations of the standing committee. He wrote, “I find the amended bill retains the stranglehold and domination of the Centre in the NMC. It’s proposed to be a 26-member body with 15 to be nominated by the Centre. 6 represent state governments and 5 from the medical profession, which improves the representation of the states, yet falls short on achieving balance,” he wrote.

The Parliamentary Standing Committee for Health and Welfare recommended 2 controversial provisions. It stated that the Ayush Practitioners Course to practice Allopathic Medicine and exit exam for the doctors should be dropped from the National Medical Commission Bill and the final MBBS exams should be designated exit exam.
