On Saturday, May 24, 2025, Prime Minister Narendra Modi stated that if the Union government and the states would work together, then no goal would be out of reach or impossible.

He also talked on a need to upscale the speed of development.

PM Modi is at the Niti Bhavan in New Delhi. He is currently heading the 10th Governing Council of the Niti Aayog.

Viksit Rajya for Viksit Bharat@2047โ€ฒ is the theme of the current Governing Council meeting.

โ€œWe have to increase the speed of development. If the Centre and all the States come together and work together like Team India, no goal is impossible,โ€ said PM Modi

He added, โ€œViksit Bharat is the goal of every Indian. When every state is Viksit, then Bharat will be Viksit. This is the aspiration of its 140 crore citizens.โ€

โ€œStates should develop at least one tourist destination per State at par with global standards and by providing all facilities and infrastructure. One State: One Global Destination. It would also lead to the development of the neighbouring cities as tourist places,โ€

โ€œWe must make laws, policies so that they can be respectfully integrated in the workforce,โ€ he said.

โ€œWe should work in a manner so that policies implemented bring change in the lives of common citizens. Only when people feel the change, it strengthens the change and transforms the change into a movement. We have a great opportunity as a team to fulfil the aspirations of 140 Crore people,โ€

The Council is the apex body of the Niti Aayog. It includes all the lieutenant governors of Union Territories, chief ministers of states and quite a few Union ministers. The Prime Minister is the chairman of the Niti Aayog Council.

This is the first major meet between the PM and all the others who are a part of the Council after Operation Sindoor.

Eight states did not attend last yearโ€™s Niti Aayog meeting. This time four state chief ministers and one union territory chief minister were not present.

On Friday, India explained its decision to suspend the Indus Waters Treaty. It said that it was only because of Pakistan-initiated wars and repeated terror attacks. India said that Pakistan was responsible for the violation of the 1960 Indus water agreement and not it itself.

Indiaโ€™s permanent ambassador to the UN, Parvathaneni Harish spoke on behalf of India. He said that the 65-year standing treaty will be in abeyance until Pakistan stops its support to cross-border terrorism. He called Pakistan a โ€œglobal epicentre of terrorโ€, while addressing the President of the UN.

This was in response to a Pakistani representative saying that โ€œwater is life and not a weapon of warโ€.

โ€œIndia has always acted in a responsible manner as an upper riparian state,โ€ Mr Harish said

Mr Harish said, โ€œFirst, India entered into the Indus Water Treaty 65 years ago in good faith. The preamble of the treaty describes that the treaty was concluded in a spirit of goodwill and friendship. Throughout the six and a half decades, Pakistan has violated the spirit of the treaty by inflicting three wars and thousands of terror attacks on India. In the last four decades, more than 20,000 Indian lives have been lost in terror attacks, the most recent of which was a dastardly targeted terror attack on tourists in Pahalgam last month.โ€

He said that India has displayed โ€œextraordinary patience and magnanimityโ€ throughout this period.

โ€œPakistan state-sponsored cross-border terrorism in India seeks to hold hostage the lives of civilians, religious harmony, and economic prosperity.โ€

โ€œSecond, in these 65 years, far-reaching fundamental changes have taken place, not only in terms of escalating security concerns through cross-border terror attacks but also growing requirements for producing clean energy, climate change, and demographic change,โ€ Mr. Harish stated.

โ€œTechnology for dam infrastructure has transformed to ensure safety and efficiency of operations and water use. Some of the old dams are facing serious safety concerns. However, Pakistan has continued to block consistently any changes to this infrastructure and any modifications of the provisions which is permissible under the treaty,โ€ Mr. Harish said.

โ€œFour, it is against this backdrop that India has finally announced that the treaty will be in abeyance until Pakistan, which is a global epicentre of terror, credibly and irrevocably ends its support for cross-border terrorism,โ€ he added.

โ€œIt is clear that it is Pakistan which remains in violation of the Indus Waters Treaty,โ€ he said.
