Kanpur (Uttar Pradesh): Cold wave retains its hold in Kanpur, Prayagraj, Varanasi, Lucknow and in other cities of Uttar Pradesh on Wednesday as the mercury drops.

Not just people but animals too are finding it harsh, leading the state machinery to make special arrangement. People were seen huddled around bonfires across the districts. For the daily wage earners continuing with their job was a punishing exercise as biting cold made it difficult.
โ€œWe have to work. Thereโ€™s no other way than this,โ€ said a tea seller to ANI.

Special arrangements have been made at Nawab Wajid Ali Shah Zoological Garden, Lucknow in view of the cold weather.

UP forest minister Arun Saxena said, โ€œSpecial arrangements have been made at Nawab Wajid Ali Shah Zoological Garden, Lucknow in view of cold weather. Heaters and blankets have been put up inside the cages for animals after consulting doctors, food is also provided accordingly.โ€

The IMD on Monday said that dense to very dense fog and cold wave conditions are very likely to prevail over the plains of northwest India during the next five days till Saturday.
โ€œDense to very dense fog and cold wave conditions very likely to continue over plains of northwest India including Punjab, Haryana, Chandigarh, Uttar Pradesh and Bihar during next 5 days,โ€ Indian Meteorological Department said.
In view of severe cold conditions in Uttar Pradesh, all recognised schools in Lucknow were asked to function between 10 am and 2 pm from Monday till January 10 for classes 1 to 8, as per a district magistrate order.

The Sitapur District Magistrate also issued an order on Sunday extending holidays for students of classes 1 to 12 in all recognized schools till January 4 in the district in view of severe cold and excessive fog.

Tokyo: Japan is currently witnessing depopulation in its rural areas. To work on this issue their government has come up with this one million Yen giveaway scheme.

What Is This One Million Yen Scheme?

According to reports, Japan is going to pay families 1 million Yen per child to move out of Tokyo this year. This step is being taken to combat the rapid depopulation in the countryโ€™s rural areas. Under this scheme, if a household with two children decides to leave Tokyo and move out, they could be eligible to receive three million Yen in support.

Japanโ€™s government is having a vision of hope with this scheme. They believe that this scheme will solve the depopulation issue of rural areas. The government hopes that by 2027, under this scheme 10,000 people will have moved from Tokyo to rural areas.

This scheme began in 2019. Last year, the government under this scheme supported 1,184 families, 290 in 2020 and 71 in 2019. According to a Time magazine report, families will receive a flat 1 million Yen as compensation for relocation in addition to the support for kids.

Who Are Eligible For This Scheme?

The ones staying in Central Tokyo, i.e. households who have lived in the central Tokyo metropolitan area for five years are eligible to apply for this scheme.

The cost of the subsidies is divided between the central government and municipal authorities. If the families desire to start a company in the region, additional support would also be given in that case.

Itโ€™s not as simple as it sounds to get the one million Yen to move to a rural community, though. Families that wish to get assistance must have lived in their new residences for at least five years and have at least one member employed or intending to start a new business. The money must be returned if the tenant vacates the property before five years have passed.

The advantages of Japanโ€™s towns and villages are frequently emphasized in an effort to entice crowds. Having โ€œeligible menโ€ available, like in the instance of Otari village, and having simple access to childcare are two of them.

Japanโ€™s rural areas have experienced a dramatic decline in population in recent years as more young people leave for chances in cities. Officials anticipate that the alluring sum will entice families to revitalize these areas, reducing the demand for available space and public services in the greater Tokyo area.
