Kamal Nath told the Governor that It is not in the jurisdiction of the Governor to interfere with the speaker’s work. He added that the majority will be tested only if the MLAs are relieved of pressure. Nath wrote further, ” In a letter, you wrote to me on March 14, you have admitted that my government has lost a majority. From this, it appears that based on the information you received from the BJP, you have believed it. I have been expected to discuss matters related to the functioning of the Assembly, while all this is the privilege of the Speaker of the Assembly. It does not fall within the jurisdiction of the Governor to interfere with his work. The Assembly does not work under the Governor. Overall, the Governor cannot act like the Ombudsman of the Assembly.”

In a second letter written in 13 hours, Kamal Nath said: “You have accepted that my government has lost a majority. From this, it appears that you have considered this based on information received from the BJP. BJP has kept 16 Congress MLAs hostage. BJP leaders are pressuring these MLAs and making statements to them. Let the captive legislators of the state be independent. Allow 5-7 days to remain in the house without pressure in open circulation so that they can make their own decisions freely. You have said that if you do not have a floor test till March 17, it will be assumed that I do not actually have a majority, it is completely baseless and unconstitutional.”
