Centre appoints 3 IAS officers as Director of Census Operations for Maharashtra, Assam, Punjab, Chandigarh

New Delhi: The Centre has appointed three IAS officers as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) in the states of Maharashtra, Assam, Punjab and Chandigarh for a period of three years.
President Droupadi Murmu has given her nod for the appointment of three Indian Administrative Service (IAS) officersโ€“ Nirupama Dange, Debajyoti Dutta and Navjot Khosaโ€“ for a period upto December 31, 2025, or until further orders. Ministry of Home Affairs made the announcement for the appointment of these officers through a notification issued on Monday.
A 2007-batch Maharashtra-cadre IAS officer Dange, was appointed to the new post with effect from December 20, 2022, for a period upto December 31, 2025, or until further orders, whichever is earlier, under the Central Staffing Scheme at her present level of Director, states the notification, adding that the Headquarters of Dange will be Mumbai, Maharashtra.

Another notification mentions the appointment of Dutta, a 2010-batch Assam Meghalaya Cadre officer, as Director of Census Operations and Director of Citizen Registration in Assam.
The President gave her approval for the appointment of Dutta, as DCO and DCR for Assam with effect from December 20, 2022, for a period upto December 31, 2025, or until further orders, whichever is earlier, under the Central Staffing Scheme at his present level of Deputy Secretary.
The Headquarters of Dutta will be Guwahati, Assam, states the notification.
Besides, the President allowed the appointment of Khosa, a 2012-batch Kerala cadre officer as DCO and DCR for Punjab and Chandigarh with effect from December 19, 2022, for a period upto December 31, 2025, or until further orders, whichever is earlier, under the Central Staffing Scheme at her present level of Deputy Secretary.
The Headquarters of Khosa will be in Chandigarh, says the notification.

BJP MLA demands discussion over BMC budget

Mumbai: Ahead of BMCโ€™s budget announcement, BJP MLA Yogesh Sagar has requested the civic body Commissioner to consult with peopleโ€™s representatives, former heads of the committee appointed earlier, additional commissioners and other officials to bring transparency in the process. The request was made against the backdrop of the BMCโ€™s administration which is run by the Commissioner in absence of the elections.

In a letter written to Iqbal Singh Chahal, the BJP leader said,
every year from the month of November โ€“ December, the BMC Commissioner starts the process of making the budget. Accordingly, the process of preparing the revised budget for the current budget 2022-23 and the budget for the coming 2023-24 must have started.

โ€œAt present, the 5-year period of the Brihanmumbai Municipal Corporation has ended and due to the absence of further elections, the committees of the Municipal Corporation, Standing Committee, Education Committee, BEST Committee, etc. have been dissolved. As a result, they do not exist. All the powers have been consolidated with the Administrator and Municipal Commissioner,โ€ he added.

Sagar demanded that a discussion is a must before the budget. โ€œTherefore, various projects in the Greater Mumbai region such as road resurfacing, repair, pavement improvement and beautification, bridge and flyover works, traffic islands, parks, playground works, etc. are included in the budget by the peopleโ€™s representatives through various committees. They incorporate it into the budget after consultation and approve it. But now the detailed discussion will not take place as this committee does not exist,โ€ he said.

The BJP MLA asked the Commissioner to call all the stakeholders for discussion. โ€œThe BMC Commissioner should include all the various account heads, additional commissioners and chief accountants like these various committees and call peopleโ€™s representatives, MLAs, MPs and hold meetings to review and discuss the project in detail so that people like us can participate in the budget proceedings in the department. Work instructions can be given and a detailed discussion will be held,โ€ he suggested.

Sagar said the discussion is important to have clarity and transparency while making the budget. โ€œThe budget in all these proceedings should be published as usual and made available on the website. BMC Commissioner should organise meetings in 15 to 20 days as suggested above,โ€ he said.
