CPI MP submits Criminalisation Of Marital Rape Private Member Bill in Rajya Sabha

New Delhi: Communist Party of India (CPI) MP Binoy Viswam submitted a private member Bill in the Rajya Sabha on Saturday.
This Bill was named the Criminalisation Of Marital Rape Bill, 2022 and is intended to be introduced and discussed in the upcoming Winter Session of Parliament. CPI MP Binoy Viswam in a conversation with ANI, said, โ€œThe Bill aims at criminalizing the marital rape by substituting Exception 2 of Section 375 of the Indian Penal Code with the consent of the survivor for sexual intercourse shall not be presumed based on the marital status, previous conduct, clothing, sexual history, class, or any other previous social attribute of the female partner.โ€
โ€œThe Bill states that the marital rape exception in the existing law violates the fundamental rights of women by commodifying their bodies for their husbands,โ€ Viswam said.

He further read out the statement and objective of the Bill as: โ€œIn a country where sexual violence within families is still a taboo, any attempt from the state to protect and preserve the institution of marriage at the cost of womenโ€™s subjugation goes against the principles of a civilised nation and everything it stands for. It is pertinent and necessary to remove this exception and insert a non-presumption clause to this law as it is a violation of a womanโ€™s bodily rights in their daily life and criminalisation of marital rape is need of the hour.โ€
The amended provision will ensure the bodily autonomy of women and criminal law redressal if violated, he said.
Previously, the CPI MP had also given a notice to the Rajya Sabha Secretary General to โ€˜move for leaveโ€™ for introducing the Private Member Bill โ€˜The Prevention and Eradication of Human Sacrifice and Other Superstitutious Practices Bill, 2022โ€™ in the upcoming Winter Session of Parliament.
โ€œSuch practices destroy society and deceive people to take extreme steps. There are certain people who misuse religious and cultural practices to exploit people,โ€ Viswam told ANI.

New Delhi: Secretary Ministry of Environment Forest and Climate Change Leena Nandan on Saturday said that developing a global baseline to enhance transparency and investor confidence is a crucial measure in enhancing adaptation readiness.
She delivered her special remarks at a session on โ€˜Long Term Strategy on Adaptation and Adaptation Readiness in Indiaโ€™, organized by The Energy and Resources Institute (TERI) at the India Pavilion at COP27 on Saturday. Underscoring the imperative need for finance for adaptation, Nandan, said, โ€œdeveloping a global baseline to enhance transparency and investor confidence is a crucial measure in enhancing adaptation readiness.โ€
Noting that adaptation must be at the forefront of development interventions, Nandan said, โ€œThe institutional arrangement, the action plan and resource mobilization, all have to walk hand-in-hand and see the macro picture through the same lens.โ€
During her address, the Secretary strongly emphasised on the need for information dissemination to strengthen communities for adaptation. โ€œWhen we talk about PPP, we need to redefine it as Pro Planet People, a clarion call given by Prime Minister,โ€ she said.
โ€œWe should be able to move in the right direction in a planned and integrated manner. We are cognisant of the challenges that confront us, now is the time for action,โ€ she added.
Observing that 90 per cent of disasters are related to weather and climate change, Kamal Kishore, Member Secretary, NDMA, and Indian Co-Chair, CDRI Executive Committee, emphasized that disaster risk reduction can inform adaptation work.
Kishore observed that along with better forecast systems, a deeper engagement with the communities had been the key to disaster risk reduction.

He also emphasized the need to update risk assessments.
Taking part in the discussion, Mardi McBrien, Director of Strategic Alliances, International Sustainability Standard Board (ISSB) said that the board is set out to create one global standard, a global baseline for a global standard of sustainability to develop investorsโ€™ confidence and for reporting material, climate and sustainability information to capital markets.
โ€œIt will help move the money from the Global North to developing and emerging economies to help finance the mitigation and adaptation solution,โ€ McBrien added.
Noting that the extreme weather events witnessed in the past couple of years have been an eye-opener to the deadly impacts of climate change and the urgent need for adaptation, Dr Vibha Dhawan, Director General, TERI, in her welcome address, said, โ€œWhen it comes to adaptation it is necessary to look into all sectors including food production.โ€
A presentation on โ€˜Adaptation Readiness and Long Term Strategy on Adaptation in Indiaโ€™ was also made by TERI at the event.
